Kershaw County announces the promotion of Zackary Hoover to Director of the Kershaw County Planning and Zoning Department. Zack worked his way up from the role of a Permit Technician to now be selected as the Director!
Zack brings a detailed understanding of the County’s land use policies, development trends, and strategic growth objectives, positioning him to immediately support and advance both the County’s short-range and long-range planning priorities.
In his previous roles as Planning and Development Manager and Senior Planner, he oversaw planning, zoning, land development, and regulatory responsibilities while providing consistent guidance to department and county staff, developers, and the public. His work in both the Air Force and for Kershaw County has equipped him with the leadership and operational perspective necessary for this role. Together with his staff, he continues advancing the department’s regulatory and permitting efficiency, strengthening its commitment to public service, and ensuring alignment with community goals that shape the county today and into the future.
