Environmental Inspector I

Minimum Requirements

Education: High School Diploma or equivalent with site work experience

Qualifications:

  • Certified Erosion Prevention and Sediment Control Inspector (CEPSCI)
  • Valid South Carolina Driver’s License

Experience: Minimum of two (2) years


Under general supervision, performs skilled technical duties involving the inspection of new construction sites in accordance with approved plans and specifications to ensure compliance with federal, state, and county regulations. Assists with the Municipal Separate Storm Sewer System (MS4) Program and National Pollutant Discharge Elimination System (NPDES) permit requirements. Coordinates with other departments associated with new construction activities in Kershaw County.

Essential Duties and Responsibilities:

  • Ensures contractors install approved sediment and erosion control measures and other required compliance measures. Duties include walking active construction sites; checking for sediment leaving property boundaries; ensuring Best Management Practices (BMPs) are properly installed and maintained; and generating inspection reports to ensure compliance with approved Stormwater Pollution Prevention Plans (SWPPPs).
  • Communicates with developers, contractors, and engineers regarding project site conditions, inspections, reports, corrective actions, Notices of Violation (NOVs), and Stop Work Orders (SWOs). Recommends solutions to problems and provides necessary follow-up to verify compliance.
  • Provides technical assistance and information to contractors, engineers, developers, property owners, and local, state, and federal agencies regarding the planning of new and existing projects to help ensure proper sediment control and stormwater management practices.
  • Receives and responds to public inquiries, requests for assistance, and complaints regarding construction projects and land disturbance incidents.
  • Enforces requirements outlined in the Stormwater Ordinance, Zoning and Land Development Regulations (ZLDR), and other applicable policies and guidelines.
  • Assists with the collection and distribution of water samples to laboratory facilities while following established chain-of-custody protocols.
  • Investigates illicit discharge complaints and tracks pollutant discharges.
  • Attends court hearings and testifies concerning violations of applicable codes and ordinances and represents the County’s position in Municipal Court.
  • Performs other duties as assigned by the County.

Depending on Experience and Qualifications, the Position May Be Classified As:

Environmental Inspector II

Starting Compensation: $24.25 – $26.00 per hour

Minimum Education: Associate degree in a related field with site work experience

Minimum Qualifications:

  • Certified Stormwater Plan Reviewer (CSPR), or ability to obtain within six (6) months
  • Certified Erosion Prevention and Sediment Control Inspector (CEPSCI)
  • Valid South Carolina Driver’s License

Minimum Experience: Five (5) years

Additional Responsibilities:

  • Under limited supervision, assists with stormwater and sediment control plan reviews.

Senior Environmental Inspector

Compensation: $29.00 – $32.50 per hour

Minimum Education: Bachelor’s degree in a related field with site work experience

Minimum Qualifications:

  • NASSCO Pipeline, Lateral, and Manhole Assessment Certification, or ability to obtain certification within twelve (12) months
  • Certified Stormwater Plan Reviewer (CSPR)
  • Certified Erosion Prevention and Sediment Control Inspector (CEPSCI)
  • Valid South Carolina Driver’s License

Minimum Experience: Eight (8) or more years

Additional Responsibilities:

  • Conducts pipe and manhole assessments on the County sewer system.
