GENERAL DESCRIPTION OF CLASS
The purpose of the class is to plan and supervise the efficient operation and maintenance of the County’s wastewater treatment facilities, ensuring compliance with strict water quality standards; and to perform other professional, technical, administrative and supervisory work as required. This class plans, organizes and implements programs within major organizational policies, reporting program progress to executive-level administration through reports and conferences.
The Incumbent regularly holds periodic meetings with supervisors and subordinate as necessary to keep abreast of activities and to provide information regarding regulations, standards, policy, and related information. This position may be assigned special projects and other responsibilities as required.
This position is under the general supervision of and reports directly to the Director of Utilities. This position directly supervises Utility Operators. This position regularly interacts with other governmental agencies, consulting engineers, utility contractors, other County Departments and the general public.
ESSENTIAL TASKS
The tasks listed below are those that represent the majority of the time spent working in this class. Management may assign additional tasks related to the type of work of the class as necessary.
Plans, directs and supervises the efficient operation and maintenance of the County’s wastewater treatment facilities. Assists in the operation and oversight of the wastewater treatment plant and collection system, including pump stations. Assists in the repairs of equipment as needed. Becoming operator of record for the wastewater plant. Reviews of sewer plans and specifications as needed for sewer line extensions and pump stations. Working with engineers on projects and issues that may arise with the system.
Ensures plant compliance with strict water quality standards as established by State Department of Environmental Science, County policies and procedures, and all other applicable laws, regulations, and standards of quality and safety.
Supervises the work of subordinate staff; supervisory duties include scheduling; instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities and allocating personnel. Assists in the evaluation and selection of new employees; and in recommending employee commendation, discipline and discharge.
Manages the county’s industrial pretreatment program as Pretreatment Coordinator, which includes industrial inspections, review of monthly DMR’s, enforcement, reporting and filing. It also includes filling out monthly Plant DMR’s.
Reviews the work of subordinates for completeness and accuracy; evaluates performance and makes recommendations as appropriate; offers advice and assistance as needed.
Coordinates and schedules training for operators on new and existing plant operations and safety procedures.
Coordinates and schedules the activities of facility personnel and treatment processes to maintain optimum effectiveness and efficiency.
Develops treatment strategies to meet new and existing regulations.
Inspects equipment and processes to determine efficiency of operations, maintenance requirements, and cleanliness.
Establishes and obtains certification of in-house laboratory for field parameters. Coordinates SCDES laboratory approval. Maintains laboratory standard operating procedures and supervises both in-house and contracted laboratory analysis services. Assumes the title of Lab Director, maintaining SCDES Lab Certification for the wastewater plant, and runs required annual Proficiency testing as well as overseeing the training of lab personnel.
Reviews reports prepared by subordinates and determines what changes in operating routines may be necessary for various shifts; supervises the maintenance of required records and reports.
Prepares reports of plant processes and operations as required by regulatory agencies and County Administration.
Assists subordinates with plant operations as needed.
Orders and maintains inventory of necessary supplies and chemicals.
Coordinates plant activities and functions with those of other County divisions, departments, municipalities and outside agencies as appropriate.
Monitors, operates and coordinates repairs of sewer pump stations, drinking water wells, elevated water tanks and other operational equipment as necessary. Monitors telemetry systems and reports equipment failures to Utility Director.
Receives and responds to inquiries, concerns, complaints and requests for assistance from customers and the general public regarding areas of responsibility.
Assists the Utilities Director as needed in working with the Economic Development Office on potential industrial clients.
Must work with customers as needed or directed to assist on the resolution of complaints and other issues that may come up.
Performs general administrative / clerical work as required, including but not limited to preparing reports and correspondence, conducting and attending meetings, entering and retrieving computer data, copying and filing documents, answering the telephone, etc.
Attends meetings, training, seminars, etc., as appropriate to enhance job knowledge and skills.
Works on-call as scheduled to provide water / wastewater facility operation and maintenance after hours, during holidays and on weekends.
Provides input to the Director for preparation of the annual budget for sewer department.
Collects meter readings from industrial customers and insures that they are correct. Monitors monthly industrial DMR’s for appropriate surcharges.
Supervises ordering of pumps, supplies, materials and other equipment as needed.

Requires supervising the activities of those operating or repairing complex machinery or equipment that requires extended training and experience, such as utility plant equipment, heavy equipment, or the application of complex software or systems; may involve installation and testing.

REASONING REQUIREMENTS:
Requires performing supervisory work involving policy and guidelines, solving both people- and work-related problems.
MATHEMATICAL REQUIREMENTS:
Requires using mathematics involving the practical application of fractions, percentages, ratios and proportions; or measurements, logarithmic or geometric construction. May use algebraic solutions of equations and inequalities; descriptive statistics; deductive geometry, plane and solid, and rectangular coordinates; mathematical classifications or schemes.
LANGUAGE REQUIREMENTS:
Requires reading technical instructions, procedures, manuals and charts to solve practical problems; composing routine reports and specialized reports, forms and business letters with proper format; speaking compound sentences using normal grammar and word form.
MENTAL REQUIREMENTS:
Requires doing professional-level work requiring the application of principles and practices in a wide range of administrative, technical or managerial methods in the solution of administrative or technical problems; or the coordination of entry-level managerial work; requires general understanding of operating policies and procedures and the ability to apply these to complex administrative problems; requires continuous, close attention for accurate results or frequent exposure to unusual pressures.
VOCATIONAL/EDUCATIONAL AND EXPERIENCE PREPARATION
VOCATIONAL/EDUCATIONAL PREPARATION:
Requires Bachelor's degree or education and training equivalent to four years of college education in environmental engineering, biology, chemistry or closely related field or the equivalent combination of experience and training as required to obtain the required environmental operator’s license in addition to the 5 years of experience operating a biological wastewater treatment facility.
SPECIAL CERTIFICATIONS AND LICENSES:
Must possess a valid state driver’s license.
Must possess a Class “B” Biological Wastewater Treatment System Operator’s license and have the ability to obtain a Class “A” Biological Wastewater Treatment System Operator’s license within one (1) year of employment.
EXPERIENCE REQUIREMENTS:
Requires a minimum of five years of experience in the operation of Biological Wastewater Treatment Facilities

The job may risk exposure to bright/dim light, dusts and pollen, extreme heat and/or cold, wet or humid conditions, extreme noise levels, vibration, fumes and/or noxious odors, moving machinery, electrical shock, heights, toxic/caustic chemicals, disease / pathogens, confined spaces.
